10.0 INK-NL Hogerejaarsverzoek (HJV) & Verzoek Verlate Inschrijving (VVI)
Students with a Dutch previous education (also called INK-NL students) who want to submit a late enrolment request (verzoek verlate inschrijving) for a different start date than 1 September or 1 February (programmes with a February intake only) and/or who want to start in a higher year than the first year (hogerejaarsverzoek) used to have to request a paper decision from the Exam Board of the faculty. However, starting in 2021 - 2022, these requests are processed via OSIRIS Application through the Checklist: Hogerejaarsverzoek and the Checklist: Verzoek Verlate Inschrijving. Both of these checklists are added to the INK-NL Applications by an employee of the Central Student Administration (CSA).
INK-NL students applying to a Bachelor programme can request to start in a higher year (a so-called hogerejaarsverzoek). Most of the times, students request this because they have studied or are studying at another university where they have already obtained ECTS for relevant courses. If this is the case, the student applies for a higher year in Studielink, after which an employee of CSA adds the checklist Hogerejaarsverzoek to their application. The Faculty Admissions Board then takes a decision on the request by the student, which is added into the checklist. The difference for Bachelor's is that if the request for higher year is accepted, the student does not need to meet the BSA requirements.
Note: Pre-Master applicants are always considered higher year students, because a pre-Master's is seen as a higher year Bachelor. These students therefore do not have the checklist in Osiris.
Check the specific instructions for the admission of PM if you are processing a PM application.
If the Faculty Admissions Board accepts the student's request to start in a higher year, the status of the Checklist:Hogerejaarsverzoek will be Akkoord (Approved), and the answer to the first question Mag de student instromen in een hoger jaar curriculum? is Ja (Yes).
There are two things that need to be done while sending the admission decision (see instructions here) if the higher year request is accepted:
1) Delete the row aantal ECTS (amount ECTS) from the admission email. This row normally states that the student needs to complete 180 ECTS. In the case of a student with a higher year request we do not mention a specific amount of ECTS, as we do not know for how many credits the student has received exemptions from the faculty. This decision is taken by the Faculty Admissions Board.
You do not need to mention anything else in the email, because the faculty will inform the student that they are accepted in a higher year and which exemptions they have received.
2) When editing Inschrijven CROHO > Inschrijvingen, go to the question Hogerejaarsverzoek geaccepteerd? and select the answer Ja from the drop down menu.
If the Faculty Admissions Board rejects the student's request to start in a higher year, they will indicate if the student can still be admitted to the first year of the programme. The student then gets an email to ask if they agree to start in the first year instead, which they have to respond to in OSIRIS Application. If they agree, the status of the Checklist: Hogerejaarsverzoek will be Student akkoord met toelating eerstejaars, CSA moet nog verwerken. The student will now also appear in the Informeren filter to inform.
These students can be sent the normal admission decision (see instructions here), which includes the aantal ECTS in the email. You do not have to mention in the email that they were accepted for the first year. The student namely receives an offer to start in the first year from the faculty, and they have already accepted this proposal when they show up in the filter.
When editing Inschrijven CROHO > Inschrijvingen, leave the box next to the question Hogerejaarsverzoek geaccepteerd? (Higher year request accepted?) empty. CSA will process this step, as this has consequences for BSA and they need to add it manually. CSA has a filter to check these students so you do not need to take any further action besides the regular steps in informing.
INK-NL applicants (BA, PM or MA) can request to start on a different date than the official start dates of the programme (dates different than 1 September or 1 February for programmes with a February intake). This is called a late enrolment request (verzoek verlate inschrijving). To submit this request, the student applies for a different start date in Studielink, after which an employee of CSA adds the checklist Verzoek verlate inschrijving to their application. The Faculty Admissions Board then takes a decision on the request by the student, which is added into the checklist.
If a programme does not offer a February start, an application for 1 February is considered a late enrolment request. The official start dates of a programme can be checked on the programme website.
If the Faculty Admissions Board accepts the student's late enrolment request, the status of the Checklist: Verzoek Verlate Inschrijving will be Akkoord (Approved), and the answer to the first question De door de student gewenste ingangsdatum van de inschrijving is niet gelijk aan 1 september. Is deze student inpasbaar in het onderwijs op deze gewenste ingangsdatum? is Ja.

1) Changes to the admission decision
- In the admission decision, you need to write the start date that the student requested as the start of the academic year (startdatum opleiding).
- Additionally, the enrolment deadline should be one day prior to the start date. The enrolment deadline is always included, because the student needs to submit required documents and/or add their payment details before the start date.
- Delete information about introduction activities, since these do not apply to different start dates.
If a student has a non-EU nationality (and thus also an Aanvraag MVV field), keep in mind that their enrolment deadline is earlier than the day before the start date. In case of doubt about the deadline, discuss with the coordinator or otherwise the visa team.
2) When you add the Toelatingsbeschikking row, the start date should be the same as the date that is requested by the student. See an example below:
If a student's late enrolment request is not accepted, they receive an email from the Faculty Admissions Board stating that their late enrolment request has not been accepted. Afterwards, the application is cancelled by CSA. These applications therefore do not appear in the Informeren filter.
